AVIS - AZERBAIJAN REPUBLIC TAX MINISTRY AUTOMATED TAX INFORMATION SYSTEM

  The primary objective of the AVIS Project is to provide an efficient information technology support to enable fully and timely transfer of tax incomes to the Azerbaijan budget, and implementation of fast, flexible and beneficial tax policies.

  With this purpose, an open architecture, flexible, scalable, robust, secure system that is open to integration with external systems and enables usage of new and powerful technologies was proposed as a solution for the AVIS Project.

 
       
  AVIS covers areas such as development of application software, one-year software warranty, training of instructors for the further training of application program users and technical trainings to be given to programmers of the Tax Ministry. AVIS Project aims at fully integration of transactions in the central organization of Azerbaijan Tax Ministry and in the local tax offices under the Ministry. The project includes the following subsystems:

  • Acceptance and content checking of tax statements
  • Personal account cards of taxpayers
  • Storage and usage of job files
  • Tax account invoices
  • Tax fines
  • Financial status analysis and grouping of taxpayers
  • Cancellation of tax debts

  • Integration of tax authorities with other governmental offices
  • Onsite tax audits
  • Documentation system
  • Investigation of tax crimes
  • Performance measurement for tax offices and employees

  • Fixtures and trusteeship

  Yalçın Eskitoros, Cybernet Company Guide, stated their happiness with doing business in Azerbaijan and provided information on Cybersoft and Cybernet companies: 'Almost 40 persons are working in the AVIS project. In addition to the personnel working in Baku, another team was established in Ankara to work in the AVIS project.
