A press conference was held in the Tax Ministry on 23 June 2005 for the introduction of AVIS Project. The conference was given by Natiq Әmirov, the Head of Economical Analyses and Account Establishment Office of the Tax Ministry and Cybernet Company Guide Yalçın Eskitoros.
Natiq Әmirov gave information on the tender for the AVIS (Automation of Tax Information System): 'Cybernet, a Turkish Company, was awarded this tender called for in 2004. With AVIS, all the transactions of the tax authorities and offices will be automated and tax services in Azerbaijan will become an active establishment operating in accordance with the international standards within a very short time. Automation will enable taxpayers to carry out their transactions from their offices and homes over Internet without visiting the tax offices. Two subsystems, Paperwork and Staff, were commissioned in the system following completion of coding works.' Әmirov also stated that all other subsystems will be commissioned in time and all systems will be ready until the end of year.

Yalçın Eskitoros, Cybernet Company Guide, stated their happiness with doing business in Azerbaijan and provided information on Cybersoft and Cybernet companies: 'Almost 40 persons are working in the AVIS project. In addition to the personnel working in Baku, another team was established in Ankara to work in the AVIS project.
